description | The picturesque image of Kuantan was marred by the squatter settlement in Tanah Puteh. Besides being an 'eye-sore', the squatter settlement was also infected with social ills. Thus in 1979, the authorities in Pahang, initiated by the Pahang State Development Corporation, decided to join forces and eliminate the squatter problem in Tanah Puteh. With this in mind, the Authorities began the construction of low cost houses especially for relocating the squatters. These low cost houses form part of a housing project only 0.5 kilometres away from the squatter settlement. The writer first studied the squatter settlement thoroughly. This is necessary as differences in the characteristics of the squatters (eg. race, household size etc) require different approaches so as to arrive at acceptable solutions. The writer then investigated the degree of satisfaction of the squatters upon relocation. However, the economic cost of satisfying the squatters was never ignored. From the investigations made, the writer was able to identify the success or failure of the relocation programme. Alternative views and proposals were made to remedy failures and to improve aspects which were considered a success in the relocation programme. |
