Summary: | A public private partnership (PPP) is a government service or private business venture, which is funded and operated through a partnership of government and one or
more private sector companies. In Malaysia, Public Private Partnership (PPP) Programmed has been announced in Malaysia in the Ninth Malaysian Plan (RMK-9) as an initiative to enhance private sector involvement in economic development. The PPP usually know in infrastructure project and in the other huge project. The study is to identify the implementation of PPP in housing project in Malaysia, since it still in the early stages compare to the other country. The paper is to identify the challenges of PPP in housing projects in Kuala Lumpur and the critical success factors of PPP in housing projects in Kuala Lumpur. All housing developer that had adopted the PPP in housing project was targeted. Data were collected using the questionnaire distribution that helps to answer the research question. There are 59 respondents that respond to the questionnaire. It was found that the private and public sector agreed that there is the challenges PPP implementation. The most challenges factors were lengthy delays in negotiation. The critical success factors, which divided into political, economic, and others factors had the most impact that help the developers to implement the PPP.
Malaysian house developer can use these findings to know the challenging and critical success factors to implement the PPP in housing project. The challenges and the critical success factors were identified in this paper.
