description The construction industry has been trying to adapt to the requirements and performance criteria imposed by the publication of the Brazilian Performance Standard - NBR 15.575: 2013. Although compliance with technical standards has a mandatory character protected by the Consumer Protection Code in Brazil, there is not an agent responsible for controlling the compliance with technical standards in general. This paper recognizes the role of public authorities in adapting municipal legislation to the performance concept in order to guarantee the minimum quality of buildings while preserving the character of the city. In order to contribute to this discussion, this article evaluates how much and in which way Buildings Regulations revised after the publication of NBR 15.575:2013, in the state of Rio Grande do Sul, incorporated the requirements proposed in the Brazilian Performance Standard. In order to do that, the texts of the Building Regulations of seven cities were analysed, verifying the citations and the description of the performance requirements compared to the citations in NBR 15.575. The paper concludes that the incorporation of the performance requirements in the Building Regulations, although present, is still incipient and vague, suggesting that there is not yet a recognition by the public authorities about its inductive role in including the concept of performance in building projects, aimed at promoting quality and public well-being.
