Summary:The author presents the results of the study of the mechanisms of consolidation of the political elite in modern Russia, the most important of which is the tendency of transformation of state institutions under the influence of the political and administrative class. Among the processes of change of government institutions it is considered the cases of Council of the State Duma reform and expansion of the functions of the Presidential Administration that took place in 1990-2000. Labeled processes in conjunction with recent changes in the judicial system confirm the thesis about the «volatility» of the Russian institutions of power, implicitly distorted in the interests of the political elite.
