Eighteen qualified expert nurses were purposively sampled to participate in this study. In the first round six expert nurses were in-depth interviewed and the information they provided using to develop a 5-scale questionnaire which was used in gathering data for the second and the third round response. Data were analyed for item agreement, based on criteria of: proportional response rate of ≥70% for each round, median of ≥3.5 and inter-quartile range of ≤1.5. Results: Two levels of nurse managers’ roles in health promoting management were reported. At the level of chair or nurse supervisor of nursing division/department 5 major roles and 36 activities were mentioned. At the level of head ward or head of community health center 7 major roles and 40 activities. Five major roles were similar in both levels: 1) administrator 2) supervisor 3) coordinator 4) data information management and 5) leader. In addition, head ward or head of community health center level recognized the role models and change agents.
