The nonrefundable European grants represent an important proportion in the budgetary revenues obtained by the rural administrative units. This study addresses such topics as the lack of expertise in public procurement, speci</span><span>fi</span><span>c gaps of the administrative system corresponding to EAFRD investments or the quality of collaborators that bene</span><span>fi</span><span>ciaries have during investment implementation. It is also noted that we have to look at the obstacles faced by applicants and bene</span><span>fi</span><span>ciaries of this type of </span><span>fi</span><span>nancing sources in the general administrative context and not as being elements speci</span><span>fi</span><span>c only to investments realized through grants. </span></p></div></div></div></div>
