Summary:This article discusses the setting up of organization by project in a unit of R & D in the sector of energy. It shows that one of the main effects of the policy of “modernization” of R & D conducted during the past three decades is to increase time constraints in research. First, the underlying control devices in the managerial part of their work led researchers to devote more time to account for what they do, instead of to their scientific production. Then, the intensification of the work caused by the introduction of multi-projects generated extremely time-consuming “costs of coordination” and a phenomenon of dispersion hardly conducive to the concentration that their research activities require, to the point that some tasks, such as reading or writing, are carried out at odd moments, during time off and recovery time. Finally, adjusting to client and market demands give rise to a kind of research engineering, restricting researchers to projects which more and more resemble short-term and directly applicable studies.
