The system of socialization besides to intend for returning prisoners to become good and responsible members of society also intending to protect society toward possibility to repeated to commit a crime, and apply the application and part is not separated from values which are contained in Pancasila. In substance, what to formulate in the law number 12, 1995 about Socialization has been good enough. The program of guidance toward prisoners done by socialization officer by means of socialization system should make the prisoners realize their mistake so they do not repeat their acts, but in fact still many ex prisoners repeat their acts and occupy correctional institution. Therefore needed better guidance role by educating socialization officers become qualified officer and have high integrity, as sub system of structure to produce purpose which wants to be reached by socialization besides need of participate of good society by arranging cooperation in the guidance or by having attitude to be ready to receive the prisoners who have served their sentence.
