description With the enhancement of environmental protection and the incentive policies issued by governments, the choice of electric vehicles as a means of transportation has gradually become a new mode, so the establishment of a perfect charging station service network is a key link and an critical guarantee for accelerating the adoption of electric vehicles (EVs). In the early stage of EV charging station construction, reasonable and scientific planning is not only related to the convenient travel of users, but also related to the effective utilization of resources. To promote the development of low-carbon economy, this paper first propose a Voronoi diagram based charging station service division approach, followed by a M/G/K queuing model based approach for evaluating the charging capacity of the EV charging station. Finally, a location and volume model is constructed and solved to determine the optimal construction plan of the EV charging station with minimum total cost for the whole society. The experimental results show that the charging station planning method proposed in this paper is economical and effectively improves the charging convenience of electric vehicle users. The reasonable location setting and capacity configuration of charging stations promote the sustainable development of the power grid in the planning area, which has certain practical significance.
