Summary:The article analyzes the problem of legislation imperfection in the sphere of normative legal acts adoption, as it is studied in the reviewed monograph. The imperfection consists of ignoring the state and legal regularities. The author's position is discussed that the normative-legal acts should meet not the legislators’ ambitions but the legitimate interests of citizens and the state. The author emphasizes the practical benefit of those legal measures that are proposed to stabilize the economy. The idea is developed of creating a general theory of crime and the author's attitude to modern criminology. The author's attempt is assessed to adjust the criminal law for the strategic challenges facing Russia in different spheres of life.
