description It is one of the key avenues to achieve emission peak and carbon neutrality by building new power system. In the future, the new power system will face challenges such as intermittent new energy output, continuous decline of system moment of inertia, reduction of power grid stability level and difficulties in balancing power generation and consumption. Since the regulation capacity of power grid is relatively insufficient, it is urgent to introduce more flexible resources to participate in system regulation. Therefore the paper has designed a third-party independent entity auxiliary service market mechanism including frequency modulation, peak shaving, spinning reserve, etc., and established organizational processes such as market access, transaction organization, allocation execution and expense settlement, which can attract grid-connected main resources including source, network, load, and storage to jointly undertake the auxiliary services required by the power grid to improve the power grid regulation capacity and system operation efficiency. Finally, relevant suggestions are put forward according to the problems found in the pilot practice of spinning reserve market.
