Description
Summary:This paper aims to study the public spending in subsidies to households in tertiary education. First, we do a brief review of the evolution of Spanish spending in its grants system since the begining by describing the features of the today grants system, in order to then focus on the detailed evolution of the public spending in this area in 2000-2010. Finally we offer also a comparative analysis of the situation in Spain compared to the rest of OECD’s countries. By basing on the information provided by empirical evidence, the grants legislation and the economic literature on the subject, we build an analysis that highlights the shortcomings of Spanish spending in grants, which, as data prove, is increasingly away from the mean values present in the OECD.
