Summary:According to literary tradition Justin the Second turned over supreme power to the caesar Tiberius in the 574 because of the impossibility govern the empire. But the main sources tell us about ill emperor’s intermittent participation in the significant state affairs. In this connection a question arises on the ability of emperor, and on bounds of the power of caesar and impress. The article answers the question with aid of different sources data and interdisciplinary approach as well.
