Setiap tahun masyarakat internasional dihadapkan pada tantangan meresponbencana alam yang melebihi kapasitas infrastruktur nasional yang ada. Negara merupakan aktor utama yang mempunyai kedaulatan untuk menanggulangi bencana alam yang terjadi di negaranya tersebut. Prinsip kedaulatan tersebut harus diartikan secara luas sebagai sebuah tanggung jawab untuk melindungi termasuk dalam hal ini menerima bantuan dari pihak luar manakala bencana alam tersebut terjadi secara massif dan infrastruktur negara yang bersangkutan tidak mampu menanggulanginya |
