Summary: | Brazilian national tourism policies have relied on local agency, which had been formerly used in Minas Gerais state through the Tourist Circuits Policy. Being that new policies cause changes in relations among agents, this paper aims to identify the influence of the Tourist Circuits Policy in agents´ behavior as well as in financial transactions. Research assessed that Tourist Circuits Policy created a government structure that favored easier and more frequent relations among agents, reduced uncertainty, opportunism and the possibility of investments to be lost. As a result, researchers believe that Tourist Circuits Policy has been a contributor for the lowering of transactions costs, even though some adjustments are still needed.
