description The Second Balkan War created emotion in Constanţa because of its position to the military actions theatre from Bulgaria. Although it was not on the main leading direction of the Romanian troops from the south of the Danube, but on a secondary one, the rush of military men, the requisitions, the safety measures generated by the operations put a mark on the daily life, from the enthusiasm of the leaving of the troops towards the south, till the elaboration of some strategic studies related to the importance of creating a safety space for Constanţa, considered vulnerable in the case of a major conflict. On the other side, the joining in 1913 of a territory situated in the south of Dobrudja by Romania, was the source of a very harsh behaviour of the neighbours from the south towards the Romanians during the time they were in charge of Dobrudja in the later world war and the Romanians from Constanta received the punishment to the full.
