Summary:The “states of knowledge” that the Consejo Mexicano de Investigación Educativa (COMIE) (Mexican Council for Educational Research) has carried out on educational policies (1992-2002-2012) coincide in observing theoretical shortcomings. Our interest in the present paper is to reflect on the possible reasons for this tendency. Our reflections are based on a sociological approach which places changes and continuities in two dimensions: educational policies within their socio-political context, and research on educational policies in their specific conditions of production and dissemination. It should be mentioned that our focus is on research on basic education, even though we make some general remarks about other educational levels and modalities.
