Any institution or country can face a crisis, able to endanger the normal operation. Some crises are predictable and preventable, but others can not be anticipated correctly. Under these conditions, the crisis could seriously undermine, if not managed properly. Any effective response to the crisis requires a comprehensive approach to political actors, military and humanitarian ones, giving due weight to the responsibilities, mandates and spheres of competence of each party. Crisis management mechanism provides the necessary information to make decision and arrangements, so that they can use the necessary means in a coordinated and timely manner.
