description In this article it is tried to provide the theoretical framework using the effective factors on alignment maturity assessment of information technology (IT) and business. The model presented in this paper is a combination of the Luftman's alignment maturity model (2003) and the COBIT's Framework(2007) that concentrating on strategic alignment. The statistical methods of this research is exploratory factor analysis and confirmatory factor analysis that measure the organization strategic alignment maturity by use of numeric and quantitative value. The method of the present research is descriptive of correlation type. For this purpose, a questionnaire was distributed among senior, middle and base managers of South Khorasan Province and the dimension of proposed model is obtained using exploratory factor analysis and confirmatory factor analysis was confirmed by use of meaningful relationship with the size and significance of the relationship of the alignment maturity concept. Finally the provided model is approved as a valid model using Fitting parameters. The results of this research represent the conceptual model that measures alignment maturity level of the organization by four main dimensions (Latent variables) and 32 clear indicators to help organizations measure their alignment maturity level model and measure their terms and conditions. Dimensions of the proposed model are: Participation and communication maturity, Skills Maturity, IT governance maturity, organizational competencies Maturity. the organizational competencies Maturity has the most affect (0.92) and Participation and communication maturity (0.76) and Skills Maturity (0.76) have the least affect.
