Summary:The construction of the Belgorod fortification line determined the development of the Central Black Earth region and had a serious impact on the history of Russia in the second half of the XVII century. Since that time, and for almost a century, the history of fortification lines has become the history of Russia`s development of adjacent spaces. The author believes that such a grandiose project could not be created quickly and tries to determine its prerequisites. This approach determines the scientific novelty of the work. A study of the history of territorial expansion of Russia is currently very topical. The article is based on the generalization of the results of scientific research, which deals with the struggle of the Russian state with nomads since the XV century. The significance of the measures taken by Ivan III in the organization of defense on the banks of the river Ugra in 1480, to develop the future strategy of military confrontation between the Russian state and the Horde and States that were formed on the territory of Horde in the future is considered in the article. The organization of defense on a broad front based on natural boundaries, combined with active reconnaissance in order to block the most likely routes of enemy invasion for the first time brought success in 1480. For the next two centuries the strategy and tactics of the Tatar invasions have not changed and measures, that had been developed previously, continued to be effective. The victory in 1480 influenced the formation of the state strategy to fight against Tatars. This strategy is most evident during the process of Russia`s state territory expansion in the Southern direction in XVI-XVII centuries. The developed strategy can be perceived as defensive, but these measures have allowed to carry out a gradual movement into the Steppe and provided victory over the adversaries.
