| description | En este artículo se describe una herramienta diseñada para la evaluación-diagnóstico de la gestión de la calidad y ambiental, aplicable a órganos cubanos de gobierno local. Se consideraron como características fundamentales de la herramienta: aplicabilidad, adecuación al contexto de los órganos cubanos de gobierno local, pertinencia para identificar oportunidades de mejoras, factibilidad para la formulación de estrategias y consistencia para elevar la efectividad de la gestión. La evaluación-diagnóstico se concibió por indicadores asociados a componentes de diagnóstico. La herramienta se aplicó en el órgano de gobierno del municipio Cifuentes, provincia Villa Clara. El comportamiento de los indicadores, después de la implementación de acciones derivadas de la aplicación de la herramienta, avalan la mejora del desempeño del órgano de gobierno local objeto de estudio.AbstractIn this paper it is described a tool for the evaluation and diagnosis of the quality and environmental management, which is valid for the Cuban local governments. It were considered as fundamental characteristics of the tool: the applicability, adequacy to the context of the Cuban local governments, pertinence for identifying improvement opportunities, feasibility for the formulation of strategies and consistency in order to increase the management effectiveness. The evaluation and diagnosis were conceived by indicators associated to diagnostic components. The tool was applied at the Cifuentes’ local government in Villa Clara province. There was a performance improvement in this local government as a result of the application of the tool, which is demonstrated by the results of the indicators. |
