| description | This articles deals with flood risks caused by extreme hydro-meteorological events in the city of Guanajuato, Mexico. The main factors explaining the flooding of the city's main road are the historical modification of the rived bed caused by mining activities, population growth, lowland urbanization, mountain deforestation and the region's climate variability. Fifty years ago, a section of the river bed that runs through the city center was canalized and became the "Underground Road," one of the city's main tourist attractions. The high car traffic on this road, the shortage of substitute roads, the lack of mobility, and urban growth policies lead to the population's greater exposure to emergency situations. But local administrative policies do not seem to take into account environmental and urban risk factors. |
