The article is bibliographic and documental in nature. It presents the concept of cultural policy from the perspective of various authors, points out existing challenges and then addresses explanatory factors in facing challenges to the construction of cultural policies in Guinea-Bissau. The work concludes that, despite being evident actions to promote the development of the Guinean cultural sector, there are still major factors that hinder this process, the persistence of political and institutional instability and misplaced economic management. |
