Summary:The author notes that many systems of different nature are cyclical in nature and its development through several phases - the origin, rise, formation, breakdown, the decline and end of the cycle, ie transition system to another level of quality. These cycles have a similar structure as in space, geological and biological fields, and in the development of ethnic groups and societies. Based on the theory of ethnogenesis L.Humilova and the theory of «long waves» M.Kondrateva author analyzes the cyclical processes in the development of society and the state, shows some general systemic patterns that are primarily relevant to the state of social systems. Knowledge of the character of the cyclic process to predict the development of crisis situations in the society and public authorities to take measures to neutralize them (reducing thus the degree of damage) and to develop an effective system of state management of society in crisis. Specifically noted that as the main content of the structural crisis is changing technological and managerial mode of production, the extent and success or shortcomings to overcome the structural crisis in Ukraine related to the level of technological innovation, change management personnel and retraining the workforce.
