| Summary: | The paper describes a theoretical contextualization of flexibility, sustainability, durability and resilience, in the context of the sustainable development goals. The main purpose is to identify the theoretical handles that may be used in the creation of a flexibility indicator. Thus, research questions related to the theoretical differentiation between durable and sustainable, flexible and resilient are answered. Further on, the paper describes the situation of the Romanian regions in terms of development indicators, based on Eurostat data, as a premise for further research on the possibility of their leapfrogging.
