The main problems of the agricultural sector development in Russia are identified and presented in a systematic manner, which should be considered when elaborating a new concept of the development of its structural elements under the new economic realities. The authors’ definition of small businesses is given and their classification according to different criteria is compiled. Special attention is paid to their organizational and legal forms, including such a new structural element as self-employment. A comprehensive definition of small businesses is suggested and promising tools for their sustainable development in the regional agribusiness are developed. The following groups of tools are characterized: the development of smart agriculture; digital transformation of agricultural processes; management of risks arising in the production of agricultural products; funding; staffing; public-private partnership; state support; cooperation; logistics; marketing.
