With new requirements on expenditures new strategies for defense planning have been implementing. Connecting contributions to capabilities through resource management is a new challenge for MoDs of NATO Members States. It is the aim of this paper to analyze how the Romanian national MoND has developed its own capabilities since 2014 and how the options for the years to come look in terms of defense spending, defense planning and resource allocation
