Summary:Organizational citizenship behaviors (OCB) are employees'behavior and actions that are not specifically designated intheir formal job duties and not directly or explicitly recognized by the organizational formal reward system. Of staff so we pay attention to effective of direct and indirect factors in the organizational citizenship behaviors in public organizations. The data processed and analyzed by covariance Matrix method and concluded by structural equation model. The results shows, that commitment, organizational trust, organizational justice and organizational and managerial supports had a direct effect on organizational citizenship behavior and organizational politics, organizational identity, socialization and employee characteristics had an indirect effect on organizational citizenship behaviors. Finally, concerning research findings, an organizational citizenship behaviors model were presented to public organizations
