Summary:<p>One reaction to uncertainty is to ignore anything that cannot be “proven”. The precautionary principle acts as a moral imperative not to disregard such concerns. The core mandate of the precautionary principle is to take preventive action in the face of uncertainty to prevent harm. It guides not just environmental protection but also the management of the economy and it emphasizes the centrality of esthablishing democratic decision-making and citizen authority to make decisions. At the same time the principle has provided the foudation for building a new risk regulatory pattern under scientific uncertainty.</p>
