This research paper addresses the problem of the effectiveness of the legal guarantees stipulated in the law of 16/09 related to the promotion of investment and its success in creating an climate for the investors outside the hydrocarbons sector in Algeria. This is to be done only through the devotion of the legislator to guarantees of a nature legislative and other of an administrative and financial nature, and the removal of all the obstacles that constitute a barrier to the investor, he seeks to work in economical and legislative stability. |
