Summary:The emergence of a plural press in sub-Saharan Africa in the early 1990s fed hopes for the development of authentic journalism. Since then, however, the academic literature has continually identified shortcomings in the regional press. Drawing on documentary material, the author hypothesizes that public policies on the media adopted by the newly independent states of the 1990s explain these shortcomings and the difficult genesis of authentic journalism.
