Description
Summary:
Although the focus of much debate and high hopes, especially among vulnerable groups, the social housing sector in Romania is, in reality, almost absent. The communist past and the multiple crises that followed since 1990 created the premises for the implementation of policies with catastrophic potential, especially among the most vulnerable groups in the population.

This article reviews the transformations the transition brought to the social housing sector and describes the current state of social housing. Between complete absence and a residual and strongly dispersed stock at national level, the current social housing sector has a low capacity to respond to the real needs of the most vulnerable. Social housing also represents one dimension of a more complex phenomenon, namely the withdrawal of the state from the social sector in general and from its responsibility to the most vulnerable in particular.
