Summary: | If the security is considering such as an incontestable foundation of foreign policy of states, the identification and the evaluation of the threat remain the priority of security strategies. Since the Westphalia agreements, crossing by Yalta arrangements, the collapse of Berlin wall and the attack of the world trade center, the treat has known a huge change. This change affects not only it’s nature, the level of priority but also the extent of reaction. This fact is more evident in failed states. To this fact, the Sahel and Sahara region has all the ingredients in terms of vulnerability, corruption, austerity and decline of the power of states, to the extent of being lawless. The Sahelistan, qualified as being a grey area, promotes criminal and terrorist actions of organizations that are striving to do business. So that they cancreate wealth according to management approaches that have the same efficiency of lawful business. Hence, they infiltrate into the formal economy, shaping territories which will enable this structures to win the heart and minds of the people there. These organizations are trying hard to normalize their existence and diversify their activities by promoting innovation and adaptation. All of this is due to the fact that they manage shrewdly an array of trafficking. Confronted with huge endemic problems, the states of this region cannot eradicate groups of organized crime without the true help of the international community. This support has been delayed in spite of terrorist threat existing in this region.
