| description | Discussion concerning degree of objectivity and subjectivity of the Soviet political system emergence remains one of the key problems of a modern domestic historiography of the Soviet period. The paper reveals the formation of the Soviet party state mechanism and considers the reasons for organizing undemocratic political regime by revolutionary Bolsheviks in some years after coming to power; shows the attempts of Bolsheviks to change current situation. The author believes that dominating approaches of modern historiography in assessment of political processes of the beginning of the XX c., Bolshevist policy of the period of civil war and the 1920s are predetermined to a large extent by historians' knowing something that occurred in the next decades. The Bolshevist party and state management could not know it. Bolsheviks came to the power to solve social problems of unfortunate mass of the population existing in pre-revolutionary political system. And much was done. But there were no economic conditions, political opportunities and mental traditions to transform society on socialism fundamental principles. Based on the party sources of the 20-30s of the XX c. the author draws a conclusion that the developed political system and the party state mechanism were at the same time the result of refusal of constitutional state formation and attempt to realize the idea of direct democracy: creation of stateless system of Workers' and Peasants' self-government |
