Summary:The development of new organizational-legal and financial conditions of healthcare system institutions activities leads to increasing of importance of economic services in healthcare institutions management and to significant change of its functions and of nature and content of work. Highly professional economists-managers, who have specific competences in sectoral economy, are in great demand for rational use of healthcare system resources. The main aim of the study is to analyse the opinion of Tomsk oblast municipal healthcare institutions personnel in order to identify factors that complicate processes of sector reformation. The methods used in the study: a survey of economists, accountants and administrators who worked in economic services of Tomsk oblast municipal healthcare institutions in 2011. Statistical processing was implemented with use of IBM SPSS Statistics v. 20.0, an application program of statistical analysis. Connection between independent variables (gender, age, job, position) and dependent ones (length of working experience, form of wage, amount of expenditure per capita, etc.) was evaluated on the basis of analysis of contingency table using ?2 Pierson criteria with known number of degrees of freedom (v); Fisher's exact text (two-tailed) was additionally implemented. The results: As the result of employees' survey it was determined that the employees of district institutions indicated the higher level of demand for paid medical services than their city institutions colleagues and they preferred private healthcare system. Specialists of city institutions showed higher level of readiness to receive remuneration according to results of their labour. Statistically significant differences by level of awareness of district and city institutions personnel of healthcare reforms and territorial state guarantees program were exposed. The amount of awareness of state guarantees program is associated with length of working experience, this level is higher within respondents who have been working from 10 to 20 years on position connected with their major. The indicated factors may become the reason of misunderstanding of healthcare reforming and healthcare system modernization processes in the country, and may prove braking of reforms implementation. That is why it is crucial to organize events dedicated to improvement of employees' awareness level of healthcare reforms stages and improvement of managing processes at the local level, as well as to increase emotional prosperity of staff.
