| description | Coordinating role of the state in the processes of information society’s formation comes to be very important in the processes of the interaction of authorities, public society, private business structures, international and national non-governmental organizations in order to build free information society. This role was especially distinguished in Geneva and Tunis Declarations (2003, 2005), which were adopted on the World summits on issues of information society.
Having analyzed the organizational structure of the public authorities, which are involved into the process of introduction and development of the electronic administration and its regulatory provisioning on the national and regional levels, it has been found that on the regional level typical structural subdivisions (departments, administrations, units, sectors), which should coordinate the development and introduction of the e-administration (except Dnipropetrovsk region), are absent.
The decision of creation of the Department of electronic administration within each regional state administration has been suggested. This Department, according to our opinion, should consist of the following structural sub-divisions:
– Department of communications and public relations (Department of support of public authorities’ web-office (e-mail, official web-sites); Department of e-interaction with other public authorities and information resources; Department of psychological-pedagogical assistance to the process of implementation of the e-administration);
– Department of forecasting and programming (National and regional IT development programs Sector; Strategic planning Sector) ;
– Department of e-flow (Computer Security Sector);
– Department of financial and logistical support (Computer Literacy Development Sector).
Suggested structure of the Department will contribute to the improvement of administrative relations between national and regional administration levels.
According to the offered structure, main tasks of the structural sub-divisions in the above-mentioned Department have also been defined. |
