description Public policy evaluation appeared in France in the early 1980’s, with the aim of organizing the association of social sciences and public action, in order to make the latter benefit from the former. Looking back to the history of city policy and its evaluation, this paper reveals the difficulties encountered in trying to achieve that goal : in the past twenty-five years, city policies have been more evaluated than any other public policy, but they have never impacted political decisions. Evaluations progressively became a routine administrative practice, led by consultants rather than by researchers. However remote from the initial project of integrating social sciences in public policies, this continuing evaluation process has still, to a certain extent, proved useful to city policy.
