description In operations, as means of response to security challenges, risks and threats, and for effective and efficient achievement of the objective, a need is imposed to apply very specific skills and competencies of the management and the organization as a whole. In such conditions, established possession of common characteristics of the operation and the project allows also the approach to the specialized management discipline – the project management, with the following functions: goal setting, planning, organization, guidance, and control. The initial step in the implementation of the project management concept is to define organizational forms. Defining the proper organization to manage the operation, taking into account the above, as well as principles of the organization (especially the principle of modularity) and the principle of use of the Serbian Armed Forces, is imposed as a necessity. The established functional organization of work in the commands of the Armed Forces’ units allows effective and efficient implementation of the operational planning process (planning of military operations) and the management of the operation (project). Certainly, changing and complex context of the contemporary operational environment imposes the need, while respecting the basic model of the organization, for any operation to be “tailored to measure”, i.e. to re-shape the organization and create a system for its resolution. In this way, the obtained optimal organizational form, in accordance with the postulates of the project organization, would result in a process developing towards the projected goal (the desired end-state).
