| description | This article addresses the issue of political conditionality reasonably necessary interpretation of international norms in situations of changing geopolitical realities. The intervention in the conflict on the territory of a sovereign state is prohibited by the UN Charter, but international actors argue about the validity of such prohibition of interference due to violations of their common security interests. In the course of countering the use of chemical weapons in the civil conflict in Syria influential international actors formed a new paradigm of intervention, which allows the use of external force to resolve internal conflicts, since the use of chemical weapons, wherever that may be, constitutes a threat to international peace and security. When the visible problem of silence in the regulatory paradigm of the UN Charter exists, however, it allows states to legitimize uses of force by means of the ad hoc creation of a «new» regulation. |
