| Summary: | The main purpose of this research is generating a scale to measure organizational learning capabilities of high reliability organizations which operate with intense environmental risks. Research sample consists air traffic controllers of İstanbul Atatürk, Ankara Esenboğa, Antalya, Dalaman, İzmir Adnan Menderes and Bodrum International Airports. Content validity examination resulted 67 items and principal component factor analysis applied to 243 valid questionnaires and specified constructional validity with 18 items, 4 main dimensions named as “learning focus”, “open communication”, “learning support” and “leader support”. Furthermore, confirmatory factor analysis to test structural validity resulted good indis value as χ²/df=1.68
