| Summary: | How to coordinate the development of marine economy and the protection of marine right and interests has always been an important issue facing Japan's ocean governance. During the Meiji period, the Japanese government led the development of the marine economy and made remarkable achievements, but the overseas expansion during the imperial period was a death blow to the Japanese marine economy. After the defeat of World War Ⅱ, the indirect guidance mode of the government helped Japan's marine economic revival, but the diversification of ocean governance subjects had become an important factor hindering the construction of a comprehensive maritime law enforcement system and marine environmental protection. At present, the Japanese government was introducing a series of reform measures to develop the marine economy. In the future, the focus of Japan's ocean governance will shift to the development of the marine economy and seek the way for the survival and development as an island country.
