Summary:The preservation of cultural heritage for many years was one of the main directions of the state cultural policy of the RSFSR. The relevance of the study is associated with the need for a comprehensive analysis of the impact of changes in state law on the protection of cultural heritage sites. This article is the first to examine the impact of the Law on the Protection and Use of Monuments of History and Culture, adopted in 1976 on the management and protection of cultural heritage sites, with the aim of determining the development of state policy in the protection of historical and cultural monuments. The methodological base is primarily associated with historical-systemic and historical-comparative methods. The main source of research was documents and legislative acts related to structural changes in the rules for the protection of cultural heritage in the RSFSR. The legislative framework of the system for the protection of monuments of the RSFSR has a rich past and the Law adopted in 1977 became a peculiar embodiment of all previous legislative acts adopted by the state in this area. Since there were several tens of thousands of monuments of various levels on the territory of the RSFSR, changes in the legislation were, to a greater extent, related to the clarification of the rules for use and improvement. In addition, changes in legislation punished inappropriate care of historical and cultural monuments. In the course of the study, the authors come to the conclusion that changes in the legislation assigned the rights and obligations of Soviet citizens within the scope of protection of monuments. An important place in the text of the new Law is occupied by a certain format for the grouping of monuments, which distributed objects of cultural heritage according to new lists.
