Hence, in recent decades with the emergence of new theories of international relations and the process of globalization, the issue of international politics became acute, and this has changed the nature of hard power. On the other hand, in order to have greater influence in global politics, the governments have tended to regional cooperation .In this case, the new regionalism caused changes in the nature of the international system
