Initially, the purpose of this direction was, first of all, to meet the needs of human resources - the production and economic needs of "employers" in the qualified personnel necessary for the most effective and efficient functioning of the organization, and only then the socio - economic interests of "workers". Today it "extends" practically to all spheres of personnel management. Despite the recognition of marked dependence and the role of personnel planning in enhancing organizational effectiveness, for most organizations it does not become a management norm, and if it is, it is not integrated into the overall business strategy, as opposed to, for example, from production planning, product sales, investments into development and so the Current situation is not just "assumes" and "requires" practical changes in relation to, the formulation and implementation of personnel policies and direction of its improvement.
