This evaluation is expressed by the concept of effectiveness. The concept, which was firstly used in the private sector and then adapted to public fiscal management, has gained importance in terms of resource use in the public sector. This paper is aimed to evaluate whether the quality of education of the country is improved via the PISA evaluation reports prevailed at the international level by considering the functional classification on resources allocated to education in Turkey. The PISA study measures the students' ability to use the knowledge acquired in school in daily life and presents their comparative status in science, reading and mathematics. PISA survey has carried out in Turkey since 2003. However, in the context of the study, the reports published in 2006 and beyond are considered to comply with the analytical budget classification. Within that period, public education expenditures increased in Turkey. However, it can be stated that the quality of education cannot be improved in the same direction and a fluctuating course is observed in accordance with the information in PISA reports.
