The Centre, with its members structured within a “government,” has helped foster the values of citizenship through activities like Youth Weeks, Kirditude days, amateur journalistic writing in the newspaper Kudumbar , and film screenings. This substitution for the state has sometimes been a source of conflict, sometimes of co-existence.
