| description | Initiated by the Agence Française de Développement since 2018 in Ouagadouogou, Dakar, Abidjan and Tunisia, the "urban incubators" project is inspired by tactical urbanism, promoting transitional and collaborative developments, with rapid and low-cost interventions that complement AFD's usual projects. This article proposes to evaluate the direct and indirect effects of these projects and to analyze the socio-spatial transformations and possible changes in the forms of public action. The article highlights the success of certain initiatives, the involvement of various actors, and the partial improvement of living conditions in certain neighborhoods. But it also looks at the limits of this type of urban planning in the Global South, where micro-projects are considered too short-lived. |
