description At the global scale, the geography of natural risks shows strong disparities between high-income and low-income countries, mainly because societies in emerging and developing countries are more vulnerable and because the means of prevention and mitigation facing risk are still underdeveloped compared to formerly industrialized countries. In the “South”, while structural measures undertaken by the local or State authorities (i.e., “top-down” process) have rarely proven to be effective, an inexpensive social risk management, integrating vernacular knowledge of populations in a “bottom-up” process, is often more adapted to the economic and socio-educational contexts of developing countries. However, the difficulties of territorial risk management in the “South” often comes from contradictory logics of actors, between the political will of economic development and the need of sustainable risk management, in a context of increasing demographic pressure and uncertainty related to present-day and future climatic changes.
