This paper discusses the mixed supply model of public service provision, on the basis of an empirical study of two cases in Jinan City, by illustrating the transformation of urbanization and how public services in the communities are delivered. The paper also considers existing challenges in the model and accordingly provides a series of policy suggestions, including defining responsibilities of government, speeding up the joint-stock reform of collective assets and innovating the public service provision mechanism. |
