Summary:European Union IPA II pre-accession funds (2014-2020 Cross-Border Cooperation Instrument) are available on the basis of accepted application packages. Application packages contain a complete set of documents to be filled in English. Annex C to the application package formulates a binding document titled: 'Logical Framework'. The Logical Framework Approach is a process that contains multiple analytical tools for project planning and management. The Logical Framework Matrix is the final product of the analysis process conducted using the logical framework approach. It is a concise tabular view of a project that primarily serves to prove quality in its formulation and logical planning. This paper describes the importance of this approach and the way it is formulated in application forms, giving an example of the matrix of the successfully accepted and implemented project 'Cernica 2017'. After the establishment of the logical framework matrix for the mentioned project, a questionnaire was formulated for the first and second proving of the project proposal quality, which is shown through the criteria for evaluating the relevance, readiness and assessing the project proposal.
